OhioRISE Training Updates

The Ohio Department of Medicaid began hosting OhioRISE implementation trainings, primarily covering the program overview and enrollment information. The OhioRISE Implementation and Operations Workgroup: System of Care and Care Management Entities / Service Development slideshow is available, slide 18 outlines day 1 enrollment criteria for youth that will be enrolled in OhioRISE automatically effective 7/1/22. The first day eligibility and enrollment rule (5160-59-02.1) outlines eligibility, which includes individuals who are 20 or younger on the first day of the program, are eligible for Ohio Medicaid and not enrolled in a MyCare plan, and have prior receipt of one or more of the following behavioral health services:          

(a) Six months prior to the effective date of the OhioRISE program had an admission into an out of state psychiatric residential treatment facility (PRTF) as defined in rule 5160-59-03.6 of the Administrative Code, or had an inpatient admission to a hospital, as defined in Chapter 5160-2 of the Administrative Code, with a primary diagnosis of mental illness or substance use disorder; or

(b) Three months prior to the effective date of the OhioRISE program:

(i) Received intensive home-based treatment (IHBT) as described in rule 5160-27-05 of the Administrative Code; or

(ii) Met the criteria described in either paragraph (A)(4) or (A)(5) in rule 5160-59-02 of the Administrative Code. (based on CANS assessment)

(iii) Youth for whom an intermediate care facility for individuals with intellectual disabilities (ICFIID) is receiving the intensive behavioral support rate add-on as described in rule 5123-7- 28 of the Administrative Code.

(c) Two months prior to the effective date of the OhioRISE program:

(i) Received therapeutic behavioral group services - hourly or per diem as defined in rule 5160-27-06 of the Administrative Code; or

(ii) Received substance use disorder residential treatment services described in rule 5122-29-09 of the Administrative Code; or

(iii) While in the custody of a Title IV-E agency as defined in rule 5101:2-1-01 of the or residential parenting facility as described in rule 5101:2-5-03 of the Administrative Code.

Registration for the 3/1 and 3/2 office hours for the Module 1 training is also available on the community and provider training website. Additionally, this is where registration will be available for upcoming training modules 2, 3 and 4, which will cover for the following training topics: 

  • Referrals and Care Coordination / System of Care (March 29 & March 30)
  • IT Systems, Enrollment, Billing, and Claims (April 29/TBD)
  • Systems Engagement - Local and Statewide (June 21)

Upcoming training offerings on IHBT, CANS, Assessment, MRSS, and Moderate & Intensive Care Coordination have also been announced.

  • CANS March Schedule Announced: Starting this month, the Child and Adolescent Behavioral Health Center of Excellence is fully responsible for providing statewide professional development activities related to the Ohio-specific Child and Adolescent Needs and Strengths (CANS) tool and Decision Support Model that all Ohio CANS assessors will be expected to utilize.   • Mobile Response Stabilization Services (MRSS) Core Trainings Offered to Ohio Care Providers (All Virtual):  Continuing its work with OhioMHAS and partnership with Ohio Governor’s Children’s Initiative along with the Ohio Department of Medicaid, the Center for Innovative Practices (CIP) is launching a series of MRSS online trainings for Ohio care providers. MRSS help children/youth and their families who are experiencing an emotional or behavioral stressor by interrupting immediate crisis and ensuring youth and their families are safe.

  • Foundations, Moderate and Intensive Care Coordination - This day-long inaugural training is designed for Intensive and Moderate Care Coordinators associated with OhioRISE.
