LACTS System Update for Intensive Home-Based Therapy Revised Rules

OhioMHAS has updated the department’s Licensure and Certification Tracking System (LACTS) with the revised IHBT rules. If a provider has a current community behavioral health certificate with IHBT or wishes to add IHBT for the first time, an “update application” will need to be submitted in the LACTS system to ensure the new IHBT service types are accurately depicted on their certificate. Certification will be at the organization level and providers will be able to add one or more specific types of IHBT services to their certificate: IHBT with OhioMHAS approved EBP (i.e. MST), IHBT with individually licensed professional or team (Base IHBT), or IHBT with Functional Family Therapy (FFT). Please contact your lead surveyor to address specific questions regarding the update application to add or update the IBHT service. Specific details on this change and how to enter IHBT information in LACTS can be found HERE. We also want to call out some special notes:  

  • If a provider submitted an update app to add IBHT prior to March 9, 2022, it is recommended the provider withdraw the application & re-submit a new updated application to ensure all the IBHT application questions are provided with the revised rules effective March 1, 2022. 
  • The Ohio Department of Medicaid has indicated any community behavioral health provider currently providing Functional Family Therapy (FFT) who wishes to continue to receive Medicaid reimbursement for FFT will need to have IBHT-Functional Family Therapy added to their community behavioral health certificate.
  • Providers who are adding IHBT for the 1st time (initial certification) and are non-deemed for IBHT will be issued an interim 180-day certificate.  The OhioMHAS Licensure and Certification division will need to complete an onsite survey before the provider can be considered for full status for IHBT services. ODM has indicated they will accept MHAS interim certification for purposes of Medicaid enrollment.
