Executive Director - Stark County TASC: Canton, OH

Stark County TASC is seeking its next Executive Director to lead the organization into the future. The Executive Director reports directly to the Stark County TASC Board of Directors and is responsible for leading the design and strategic implementation of various behavioral health programs designed to meet the needs of Stark County residents. The Executive Director works closely with the agency leadership team to lead the staff in delivering services.

About the Position

The Stark County TASC Executive Director is primarily responsible for the administration of Stark County TASC, including program compliance, personnel management, fiscal management and program design/implementation.  Serves as the Corporate Compliance Officer, Affirmative Action Officer, and Equal Opportunity Employment Officer.

Professional Competencies and Tasks

Provides administrative supervision of TASC programs by:

  • Meeting regularly and corresponding regularly with TASC Program Directors
  • Meeting with other related authorities such as treatment providers and criminal justice systems.
  • Attending inter-agency meetings on a regular basis.
  • Supervising the day-to-day operations of the TASC Program.
  • Implementing the policies set forth by the Board of Directors of TASC.
  • Developing and implementing the necessary procedures to execute policies set forth by the Board of Directors of TASC.
  • Inform the TASC Board of Directors on the status of any legal issues involving the TASC Program.

Provides personnel supervision of the TASC Program by:

  • Interviewing prospective employees and making final hiring/termination decisions.
  • Assuring that staff patterns meet program and contract needs.
  • Completing annual performance evaluations for staff supervised.
  • Responding to employee problems with appropriate corrective action.

Provides financial oversight of TASC by:

  • Participating in the preparation of annual budgets for approval by the TASC Board of Directors.
  • Reviewing productivity data and by making appropriate adjustment to meet budgeted goals and contract requirements.
  • Inform the TASC Board of Directors on the content of monthly financial statements for the TASC Program.

Coordinates TASC programming by:

  • Assuring that programs are following OhioMHAS and other relevant state standards.
  • Monitoring services provided and TASC’s program budget.
  • Implementing needed program revisions.
  • Assuring that services follow TASC policies and procedures.
  • Monitor and inform the TASC Board of Directors on the program’s Quality Assurance and Improvement activities and findings.

Actively pursues development of new programming by:

  • Responding to requests or inquiries from existing referral sources.
  • Reviewing and researching grant or funding applications.
  • Coordinating the completion of grand or funding applications.
  • Coordinating marketing of TASC programs to new markets.
  • Inform the TASC Board of Directors on the status of any expansion, special projects or grants being developed and/or administered by the TASC Program.

Coordinates program expansion or reductions by:

  • Implementing program expansions by supervising establishment of program goals and objectives and providing necessary resources.
  • Supervising program downsizing or program termination by implementing program revisions and controlling the reduction of resources assigned.

Leading the TASC management team by:

  • Conducting management staff meetings.
  • Coordinating initiatives and projects including staff training, strategic planning, budget preparation, speaking engagements and special events.
  • Attending meetings of the TASC Board of Directors.

Representing TASC to the community and to funding authorities by:

  • Consulting with community and state agencies regarding program goals and service delivery.
  • Maintaining harmonious relationships with community and state agencies and funding authorities.
  • Provides clinical services to clients of Stark County TASC within scope of license on an “as needed” basis.

Minimum Qualifications

A Master’s Degree in human services or public administration, three years of related administrative experience, three years of clinical experience and a LICDC or an independent clinical license, with AoD areas of competency and/or work experience in a similar administrative position.  Knowledge of and experience in criminal justice systems is required.

About Stark County TASC

Stark County TASC, Inc was established in 1998 as an independent 501c3 agency. Stark County TASC, Inc. has roots as an agency that built communication and offender management relationships between the justice system and behavioral health treatment systems. Often times the two systems have differing philosophies and objectives. We serve to assess and link persons from the justice system to the appropriate treatment provider. 

Stark County TASC, Inc. has established strong working relationships with Stark Counties municipal courts, as well as, Common Pleas, Adult Parole, and Adult Probation.

After 20+ years in the community, we now provide many more services to members of our community. As the needs of the community became clear, we have expanded our services to include: Youth Counseling and Case-Management, Peer Recovery Supportive Services to those addressing their substance use disorders or mental health disorders; we provide Care Coordination services to the severely mentally ill involved in the justice system; Counseling and other Supportive Services to Permanent Supportive Housing Program with the YWCA for those addressing their mental health disorder and chronic homelessness; Outreach services into high-risk communities; and Outpatient Assessment and Counseling services.  We have expanded our customer base and work with the general public, no longer only serving those referred solely from the justice system.
