Deliverables/Principal Results Expected:

  • Oversee the planning, design and implementation of all fiscal, regulatory and accreditation compliance and various business aspects of the organization.
  • Manage all business aspects of the facilities that fall under this position, including marketing and other support services.
  • Assist in development and implementation of the department’s policies and procedures, ensuring the overall ongoing quality of the services provided including start-up of new service locations in assigned region.
  • Assist in the hiring/development of program directors as appropriate. Review detox protocols and length of stay.
  • Effectively assist with development of budgets, and obtains participation of program managers.
  • Responsible for budget oversight as well as monitoring, tracking and evaluating factors that could impact achievement of fiscal and performance goals.
  • Ensure manager’s work to keep turnover low. Manages resources for cost containment.
  • Demonstrate fiscal responsibility by effectively utilizing resources in a cost efficient manner.
  • Ensure adequate staffing of programs.
  • Provide support to PDs to meet billed units/FTE and payer mix targets routinely. Ensure that the program elements are in place according to service definitions. Ensure team/program manager input in decision making.
  • Interact with program directors and referral sources to facilitate prompt, effective services for the client.
  • Assists Program Manager with program modifications needed for changing needs of clients.
  • Establish courses of action to ensure that work is completed effectively.
  • Strong focus on customer service and instilling this philosophy throughout the region.
  • Support the organization’s mission, goals and objectives.
  • Other duties as assigned.

Technical Competencies:   Knowledgeable of the technical nuances of behavioral health care accreditation, regulation and payor mechanisms.  Must be capable of relating to people in a manner to win confidence and establish support.  Knowledge of fiscal/budgetary responsibilities. Ability to evaluate and utilize data from statistical reports, budgets, and descriptions of programs. Knowledge of continuous improvement techniques.  Must possess initiative and judgment capabilities to organize and implement an efficient claims submission and collection process.  Ability to monitor and respond to both internal and external environmental factors that impact business and operational objectives. Maintains effective Communication with management, facilities staff and external customers.

Education, Experience:

 

3-5 years management experience in the D&A or Mental Health field, preferably in a development position.  Minimum of a Master’s Degree from an accredited college with a major in business management, chemical dependency, psychology, social work, counseling, nursing (with a clinical specialty in the human services field) or other related field  with 3-5 years of experience in human service agency including supervision, direct service and program planning. Extensive experience in clinical treatment and management of clinical programs. Experience managing multiple facilities Thorough knowledge of substance abuse and mental health systems and treatment modalities. Comprehensive knowledge of HIPAA, DDAP/OMHSAS/DHS licensing, and CARF regulations. Awareness and understanding of regulating bodies (CARF, Office of Mental Health, DDAP, DPW).
